The Alibaba Cloud app lets you upload ICP filing documents and complete authenticity verification for the Website/App principal in a single process. This shortens the overall ICP filing time and improves efficiency, enabling you to submit your application to the communications administration for review, potentially on the same day. This topic describes how to upload documents and complete the authenticity verification.
Prerequisites

Ensure that you have the latest version of the Alibaba Cloud app.

For iOS devices: Open the App Store. If the Alibaba Cloud app appears in the list of available updates, tap Update. Otherwise, your app is already up to date.

For Android devices: Sign in to the Alibaba Cloud app and tap . Tap Check for Updates to see if you have the latest version. If a new version is available, upgrade the app.

You have completed the following steps in the Alibaba Cloud ICP Filing system:

Prepare the required documents and review the upload requirements. For details, see Required documents for ICP filing.

The Website/App principal must meet the following photo requirements to complete identity verification by using facial recognition.

The background must be solid white and not too bright or too dark.

You must be neatly dressed. Your face must not be obstructed by hats, bangs, glasses, or other items.

Procedure
PC document upload and verification

In the Alibaba Cloud ICP Filing system, continue your ICP filing until you reach the Upload Documents step. Click Upload to the right of the principal's documents. A message at the top of the page lists common rejection reasons, such as an unclear, incomplete, or outdated ID card. Ensure that the ID card you upload for the principal is clear, complete, and the most recent version.

Send the identity verification link to a mobile phone, and click the link in the text message to begin the verification.
In the Authenticity Verification pop-up window, you can also scan a QR code with your phone to complete the verification.

Click the link in the text message on your phone to upload documents and complete the authenticity verification.

In your mobile browser, follow the prompts to upload the required documents and complete the authenticity verification.

When you take a photo for facial recognition, wear dark, neat clothing if possible. Ensure your face is not obstructed by hats, bangs, glasses, or other items. The background must be solid white and not too bright or too dark.
After you click Start Verification, take a photo of the portrait side and then the national emblem side of the ID card. Be careful to avoid reflections. Then, complete the facial recognition scan, keeping your face within the frame. Review the photos and click Confirm that the photos meet the requirements. After the verification is successful, return to your PC to continue.
Note-
During the final submission step, if a pop-up window appears at the bottom of the page, immediately click the Redirect button. Otherwise, your browser might block the request and cause the upload to fail.

Refresh the document upload status.
After you upload the documents and complete facial recognition, click Refresh Upload Status.
The blue notification area on the page displays common rejection reasons for this step, such as an unclear, incomplete, or outdated ID card. You must upload a resident ID card for the principal and complete facial recognition. If the principal has multiple ID cards, you must upload the most recently issued one. The communications administration automatically rejects filings that use an ID card that is not the latest version. After the upload is complete, click the Refresh Upload Status button in the upper-right corner.

Click Next. Ensure you have uploaded the most recently issued ID card. The communications administration rejects filings with ID cards that are not the latest version. Once confirmed, click Next.

Confirm the entity information and website information, and then click submit for preliminary review. Next, select the I have read and agree to the Commitment Letter for ICP Filing and the Information Security Management Agreement checkbox, and click submit for preliminary review.

Mobile document upload and verification
On the Upload Documents page for ICP filing in the Alibaba Cloud app, follow the on-screen instructions to upload your basic and supplementary documents and complete authenticity verification.

According to MIIT authenticity verification standards, you must use the latest version of the Alibaba Cloud app to take and upload photos of your original physical certificates and ICP filing documents. When uploading certain personal documents, you must also complete identity verification by using facial recognition. Do not upload existing photos or screenshots from your phone or computer. Otherwise, your ICP filing will be rejected.

If the ICP filing principal or their documents are in a different location, preventing you from completing facial recognition or uploading the original documents, the Website/App principal can complete the process from their location. The Upload Documents page contains three sections: Entity documents (for uploading entity certificates, such as the organization code certificate), Website/App principal documents (for uploading the principal's ID documents and completing facial recognition), and Other documents (for optional supplementary documents). Uploaded photos must be clear, complete, original images of the documents, in JPG or PNG format, and larger than 200 KB. If the principal has multiple ID cards, you must upload the most recently issued one. The communications administration rejects filings that use a document that is not the most recent version.
