This document is a complete guide to the service identification number process for Alibaba Cloud users, explaining how to obtain, use, and troubleshoot common issues.
How to determine whether your server is located in the Chinese mainland
Only servers located in the Chinese mainland meet the server requirements for ICP filing. You can use either of the following methods to determine whether an ECS instance is located in the Chinese mainland:
Method 1: Check the region of the instance
Log on to the ECS console.
In the instance list, check the region of the instance. If the instance resides in a region in the Chinese mainland, such as China (Beijing), China (Shanghai), or China (Shenzhen), the instance is located in the Chinese mainland.
Method 2: Check whether the instance has a service identification number
Log on to the ICP Filing console.
On the Manage Instances for ICP Filing page, check whether your ECS instance is listed. Alternatively, on the Service Identification Number Management page, check whether a service identification number has been generated for the instance. If the instance or its service identification number is listed, the instance is located in the Chinese mainland.
You must complete an ICP filing before you deploy a website or an app on a server located in the Chinese mainland. Instances in regions outside the Chinese mainland, such as China (Hong Kong) and regions outside China, do not require an ICP filing and cannot be used to apply for a service identification number.
Cannot select a service identification number?
Before you begin, ensure you have a cloud service that meets the filing requirements. You cannot obtain a service identification number or complete the filing process without a qualifying service.
You have a cloud service instance (including a server) eligible for filing:
Verify you have selected the correct cloud service, and log on to the ICP Filing console to check your free filing quota.
If you have reached the limit, you can purchase and attach a service identification number to an instance under the same account to continue the filing process.
If you have not reached the limit and the target instance is not listed, use the search bar to find it by name.
Other cases:
You have a service identification number authorized by another account: Log on to the ICP Filing console and go to Service Identification Number Management. On the Service Identification Numbers from Others tab, check if the number is still valid. For details about number statuses, see How to check a service identification number.
You have purchased a service identification number: You must attach it to a corresponding cloud service before use. For detailed instructions, see Purchase and attach a service identification number.
How do I replace an invalid service identification number with a valid one? When a service identification number becomes invalid because the associated Elastic Compute Service (ECS) instance has expired, been released, or been refunded, select a new, valid ECS instance to continue filing:
Log on to the ICP Filing console.
On the My Filing page, find the filing order that you want to change, and click Start Change. For an order rejected by the communications administration, click Return for Modification instead.
In the Website or App Access Information section, enter the public IP address of a valid ECS instance in the Instance and IP Address field.
Submit the order. The system associates a new service identification number with the order.
Can I still use a service identification number after I renew my ECS instance? Renewing an ECS instance does not grant you additional free service identification numbers. However, any unused service identification numbers that you already have remain usable, and you do not need to reapply for them. If the ECS instance expires, is released, or is refunded, all service identification numbers under that instance that are in the Available or Filing in Progress status become invalid.
If a service identification number purchased separately cannot be used for filing, first purchase a cloud service that meets the filing requirements. Then, go to the ICP Filing console to proceed.
How to obtain a service identification number
You can get a service identification number in one of the following two ways:
Purchase an eligible cloud service: When you purchase an eligible Alibaba Cloud service, you receive a specific number of free service identification numbers for filing.
Use a service identification number authorized to you by another account: An enterprise account can authorize another account to use its service identification number for filing. For instructions, see Authorize another account for filing. To find out which account authorized a specific number, go to the Service Identification Number Management page of the ICP Filing console and click the Service Identification Numbers from Others tab. The table includes a Source Account column that shows the account that authorized each number. You can use the Source Account search box to filter authorization records by account. This is available on both the China site console and the international site console.
Scenario:
After you receive the ICP filing service identification number authorized by the server account:
Log on to the Alibaba Cloud ICP Filing system with the account that received the authorization.
When you fill in the access information for your website or app, select the available ICP filing service identification number from the drop-down list.
ImportantIf you have received a service identification number but cannot see it during the filing process, go to the Service Identification Number Management page to check if it has expired.
What are the differences between free and paid service identification numbers?

How to check a service identification number
Log on to the Service Identification Number Management page with the account that owns the cloud service to view numbers My Service Identification Numbers or Service Identification Numbers from Others. The table on the page displays the status of each service identification number. Statuses include Filed and Available. For numbers with the Available status, you can click File in the Actions column to start the filing process. |
