This document is a complete guide to the service identification number process for Alibaba Cloud users, explaining how to obtain, use, and troubleshoot common issues.
Cannot select a service identification number?
Before you begin, ensure you have a cloud service that meets the filing requirements. You cannot obtain a service identification number or complete the filing process without a qualifying service.

You have a cloud service instance (including a server) eligible for filing:
Verify you have selected the correct cloud service, and log on to the ICP Filing console to check your free filing quota.

If you have reached the limit, you can purchase and attach a service identification number to an instance under the same account to continue the filing process.

If you have not reached the limit and the target instance is not listed, use the search bar to find it by name.

Other cases:

You have a service identification number authorized by another account: Log on to the ICP Filing console and go to Service Identification Number Management. On the Service Identification Numbers from Others tab, check if the number is still valid. For details about number statuses, see How to check a service identification number.

You have purchased a service identification number: You must attach it to a corresponding cloud service before use. For detailed instructions, see Purchase and attach a service identification number.
If a service identification number purchased separately cannot be used for filing, first purchase a cloud service that meets the filing requirements. Then, go to the ICP Filing console to proceed.

How to obtain a service identification number
You can get a service identification number in one of the following two ways:

Purchase an eligible cloud service: When you purchase an eligible Alibaba Cloud service, you receive a specific number of free service identification numbers for filing.

Use a service identification number authorized to you by another account: An enterprise account can authorize another account to use its service identification number for filing. For instructions, see Authorize another account for filing.
How to check a service identification number

Log on to the Service Identification Number Management page with the account that owns the cloud service to view numbers My Service Identification Numbers or Service Identification Numbers from Others. The table on the page displays the status of each service identification number. Statuses include Filed and Available. For numbers with the Available status, you can click File in the Actions column to start the filing process. |
