FAQ about basic information verification

If you receive the error message An order for this domain name is in progress or An order for this identification document is in progress when you submit an ICP filing application in the Alibaba Cloud ICP Filing system, this error indicates that the domain name or identification document number you entered was already used for an application that is still in progress.

• If you remember the account used for the previous application

  Log on to the Alibaba Cloud account that you used for the previous application and cancel the order that is in progress.

• If you forgot the account used for the previous application

  Send an email that explains your situation and includes the required documents to beian@service.alibaba.com. After the documents are received, an Alibaba Cloud support specialist will help you cancel the order. The processing time is approximately five business days. You will be notified by email when the process is complete.

  The following table describes the required documents for individual and organizational registrants.

If you receive the error message The entity information for this domain name already exists in the system. Log on to the corresponding account to add Alibaba Cloud to the ICP filing information as a service provider. when you submit an ICP filing application in the Alibaba Cloud ICP Filing system, this error indicates that the entity information you entered has already been used for an ICP filing with Alibaba Cloud.

Log on to the Alibaba Cloud account that you used for the previous ICP filing and file for the domain name under the existing entity. If you forgot the logon ID or password for the account, you can retrieve them on the Find Login ID or Find Password page.

If you receive the error message An ICP filing for this domain name already exists when you submit an ICP filing application in the Alibaba Cloud ICP Filing system, this error indicates that the domain name you entered has already been successfully filed with Alibaba Cloud.

• Check that you entered the domain name correctly.
• Verify that an ICP filing does not already exist for the domain name. You can query the ICP filing status on the ICP Filing Information Query page. If a successful ICP filing exists for the domain name but the entity is not your organization, contact the relevant communications administration to cancel the ICP filing for the domain name. For more information, see Cancel an ICP filing for another organization or an empty shell entity.

If you receive the error message ICP filing information for this identification document already exists when you submit an ICP filing application in the Alibaba Cloud ICP Filing system, this error indicates that the identification document number you entered has already been used for a successful ICP filing with Alibaba Cloud.

Log on to the Alibaba Cloud account that was used for the successful ICP filing and proceed with your application. Alternatively, you can use a different identification document for the filing. If you forgot which Alibaba Cloud account holds the ICP filing information, see Retrieve an account using the domain name of an ICP filing.

By default, an Alibaba Cloud account supports ICP filing for only one entity (an individual or an organization). After an entity has been successfully filed under your account, the ICP filing form automatically associates your account with that entity, so you cannot use a different entity to submit a new ICP filing application. If you need to file for a different entity, use one of the following methods:

• Switch accounts: Log on to the Alibaba Cloud account under which the target entity is already filed, and submit the new ICP filing application from that account.

• Enterprise ICP Filing Management: After you activate this service, you can manage multiple filed entities under the same Alibaba Cloud account. This service also provides features such as authorization without ICP filing service codes and ICP filing status monitoring. For more information, see Multi-entity management.

An Alibaba Cloud account can hold ICP filing information for only one entity. If your account already has ICP filing information for a different entity (for example, an entity obtained through a filing transfer), the system detects that the entity you are trying to file for has already been matched and completed ICP filing under your account. The system then displays this error message.

Go to the My ICP Filings page and click Transfer ICP Filing to Another Account to transfer the existing filing under your account to a different account. After the transfer is complete, submit the ICP filing application for the new entity.

This error indicates that the identification document number of your entity already has an ICP filing record with the communications administration (MIIT). The ICP filing order that you created was originally submitted as an initial ICP filing. However, based on the entity's ICP filing status, the system automatically matches the order to a type such as apply for an ICP filing for a new website or new Internet Information Services for an existing entity, and the order can no longer be submitted as an initial ICP filing.

This typically happens when the entity had no ICP filing record with the communications administration at the time you created the order, so the order was created as an initial ICP filing. Afterward, the entity obtained an ICP filing record with the communications administration (for example, after another filing, such as for a mini program, was approved), which conflicts with the order type that was originally assigned.

1. Cancel the current ICP filing order.

2. Create a new ICP filing order. The system automatically matches the correct order type based on the entity's current ICP filing status with the communications administration.

3. After you cancel an order, you must re-enter and re-upload all the required information and documents for the new order.

When you use the Alibaba Cloud ICP Filing system to add Alibaba Cloud to the ICP filing information as a service provider or apply for an ICP filing for a new website (for an entity whose original ICP filing is not with Alibaba Cloud), the system checks whether your organization's identification document number matches the information in the existing ICP filing. If they do not match, the system displays the error message The information is inconsistent with the existing ICP filing. Modify the information and submit again.

• If the information you entered is incorrect, correct it to match the existing ICP filing information.
• If the information in the existing ICP filing has changed, you must first modify the ICP filing information with the original service provider. After the modification is successful, you can proceed with your application.

1. Log on to the Alibaba Cloud ICP Filing system.
2. On the homepage of your ICP filing information, click Cancel Application.

If you have submitted your application for initial review, or if your application has passed the initial review but you have not completed the next step, you can withdraw the application to make changes.

1. Log in to the Alibaba Cloud ICP Filing system.

2. On your ICP filing home page, click Withdraw and Modify.

3. Select a withdrawal reason and click Submit.

If your application has been submitted to the communications administration for review, the action you can take depends on the application status.

• Orders that are under review by or have been approved by the communications administration cannot be revoked. You must wait for the review to be completed before you can perform other operations, such as Removing Alibaba Cloud From The Service Provider List or Canceling An ICP Filing.

• Rejected by the communications administration: If your ICP filing request is rejected, you can Abandon ICP Filing. To modify your ICP filing information, we recommend that you wait until the communications administration completes its review.

If you receive the error message The domain name is not registered when you submit an ICP filing application in the Alibaba Cloud ICP Filing system, this error indicates that the domain name you entered has not been registered with any domain name registrar. An unregistered domain name cannot be used for ICP filing.

To resolve this issue, complete the following steps:

1. Purchase and register a domain name through Alibaba Cloud Domains or another domain name registrar approved by the Ministry of Industry and Information Technology (MIIT).

2. Complete domain name real-name authentication. The authentication information, such as the name or company name, certificate type, and certificate number, must be consistent with the ICP filing entity information.

3. After real-name authentication is approved, log on to the Alibaba Cloud ICP Filing system and submit an ICP filing application.

The document address you entered is not identical to the address on your entity's identification document. Common causes include omitting the province name or using different bracket formatting (for example, full-width versus half-width brackets) between the two addresses.

Check the document address in the entity information section of the ICP filing form, and make sure it is identical to the address on your identification document, including the province name and the bracket formatting. After correcting the address, submit the application again.
