If your Internet information service obtained an ICP filing number through Alibaba Cloud, you must update your ICP filing information when the filing entity or service information changes. This process is called modifying an ICP filing. Keeping your information current ensures that you receive important notifications and helps prevent service disruptions.
Use cases
User-initiated modifications
You must modify an ICP filing when details about the filing entity or Internet information service change, such as a contact phone number or company name.
If the entity name changes, you must provide a certificate of change issued by the relevant business administration authority. Otherwise, Alibaba Cloud may reject your initial review. For specific requirements, see ICP filing rules for each region.
If your ID card information changes (such as the expiration date), you cannot use a household registration book or temporary ID card as a supporting document. If you lose your ID card, apply for a replacement immediately. Then, contact Alibaba Cloud filing support via Online Support or by calling 400-801-3260 to explain the situation and request an extension.
Modifications for a verification notice
If you receive a notice about a failed domain name preparation and check, special inspection of ICP filing information, or access accuracy check, first identify the information that needs to be changed and prepare the required materials by referring to Reasons and solutions for failed domain name verification, Common failure reasons and solutions, and How to resolve access accuracy check failures. Then, modify the ICP filing.

Information that cannot be changed
Item
Description
Website domain name
If the Internet information service you are modifying is a website, you can only delete domain names if the site has multiple filed domain names. You cannot modify or add domain names.
NoteYou cannot change a filed domain name to a different one. To file a new domain name, add a new Internet information service on the filing page. For instructions, see ICP filing procedure.
Province
You cannot change the province of an ICP filing through a modification. If you need to change the province, you must apply for a new ICP filing in the target province. For solutions, see Solutions for changing the province of an ICP filing.
Entity name
Some provinces do not allow changes to the filing entity name. To check the rules for your region, go to ICP filing rules for each region, click the link for your province, and view the ICP filing modification rules.
NoteWhen the information of the filed entity changes (such as name, ID type, ID number, or legal representative), you must also update the domain name holder information (transfer of ownership).
Preparation
Ensure your domain name has a sufficient validity period: The domain name must be valid for at least 3 months. Some regions require a validity period of more than 45 days. If a domain name has expired, you must renew it before you can modify its ICP filing. For instructions, see Renew a domain name.
Locate the account for your ICP filing: If your ICP filing is not under the currently logged-in Alibaba Cloud account, find it by following the instructions in Find your ICP filing through your domain name. If you cannot log in to the Alibaba Cloud ICP Filing system, you can perform an offline transfer to move the ICP filing information to another Alibaba Cloud account.
Review filing rules: The rules for modifying an ICP filing vary by province. Before you begin, review the ICP filing rules for your province. If the original company has been deregistered but has not canceled its ICP filing, you must cancel or modify it according to local communications administration regulations. Impact of modification
During the modification process, your successfully filed websites or apps will remain accessible. The original filing information remains valid.
If your service is filed with multiple service providers, after you modify the filing with one provider, the communications administration will synchronize the updated information to all providers. You do not need to file with each one separately.
Procedure
If a valid filing order already exists in your account, you can enable Allow reuse of images from historical orders in the Basic Filing Settings to reuse forms or images from previous orders. This can make the process more efficient. For more information, see Reuse filing documents.
The modification process is similar for PCs and mobile clients. The following steps use modifying a website filing on a PC as an example.
Step 1: Go to the modification page
Log in to the Alibaba Cloud ICP Filing system and view your successful filing information on the homepage.
Based on the information you need to update, click Change Entity or click Change in the Actions column for the corresponding website or app.
PC
On the My ICP Filing Information page, the Change Entity button is on the right side of the Filing Entity section. In the Internet Information Services section below, switch between the Website and App tabs. The Change option is available in the Actions column for each record.
Mobile client
On the Filing Homepage of the mobile client, tap the ... button to the right of your filing information or a filed website/app. In the pop-up menu, select Change Entity, Change Website, or Change App to start the corresponding process.

NoteIf the Change Entity or Change button is grayed out and cannot be clicked, it may be for one of the following reasons:
An in-progress order exists: Abandon the current order or wait for the communications administration to approve it before you modify the information.
The communications administration does not permit the change: You must cancel the ICP filing and apply for a new one. For instructions, see Cancel an ICP filing.
Step 2: Modify the information
Change Entity: When modifying entity information, you must associate it with a website or app. Follow these steps:
Modify the filing entity information. For requirements, see Fill in entity information. Then, click Next.
Associate a website or app: Click the Modifiable Internet Information Services tab. In the Actions column for any website or app, click Start Change. Without making any changes, click Save Draft and then Finish Filling.
Change Website: Change fields such as the website name, content, language, instance, and IP address. For details about each option, see Fill in website information.
Change App: Change fields related to the app's basic information, access information, and operating platforms. For details about each option, see Fill in app information.
Step 3: Upload documents
According to the authenticity verification standards of the Ministry of Industry and Information Technology (MIIT), you must use a mobile browser to upload photos of original identity documents and ICP filing materials. For some documents, facial recognition is also required to complete the authenticity verification. Do not photograph a screen displaying your documents, as this will cause your ICP filing to be rejected. For instructions, see Upload documents and complete authenticity verification.
If you are asked to upload a domain name certificate during this process, obtain it from your domain name registrar.
If your domain name registrar is Alibaba Cloud, see Domain name certificate to get the certificate.
If your domain name registrar is not Alibaba Cloud, contact your registrar to obtain the certificate.
Step 4: Confirm the information
After uploading your documents and completing the authenticity verification on the mobile client, you can log in to the Alibaba Cloud ICP Filing system on a PC. In the Upload Documents step, click Next to confirm your information. You can also complete this step on the mobile client by following the on-screen prompts. Step 5: Complete the MIIT SMS verification
According to the latest MIIT requirements, as of August 17, 2020, all ICP filing applications must be verified via SMS through the MIIT ICP Filing Management System. For a list of ICP filing types that require SMS verification, see MIIT SMS verification.
Check progress
After your ICP filing application is successfully submitted to the communications administration, the review process typically takes 1 to 20 business days. The result will be sent to you via SMS and email.
After submitting your modification request, you can log in to the Alibaba Cloud ICP Filing system to check the status. After the communications administration approves your application, there may be a delay before the updated information appears in the Alibaba Cloud filing system.
